  2. President Woodrow Wilson outlined his plan
  3. for a post–World War I peace settlement. Known as
  4. the Fourteen Points, Wilson’s plan is best
  5. remembered for its first point, which declared that
  6. international diplomacy should be conducted in
  7. the open and that quiet, unpublicized diplomacy
  8. should be made illegal. Wilson believed that public
  9. diplomacy would end the threat of war by
  10. preventing immoral national leaders from secretly
  11. plotting aggressive actions against others.
  12. Although Wilson was a highly intelligent and
  13. well-meaning man, he lacked insight into the
  14. complexities of international politics. Contrary to
  15. Wilson’s belief, war rarely results from the behindthe-
  16. scenes plotting of unscrupulous national
  17. leaders. Rather, war usually stems from
  18. unresolved disagreements among nations—disagreements
  19. over territory, access to resources,
  20. and so forth. Even if quiet diplomacy could be
  21. eliminated, these disagreements would still
  22. remain, as would the threat of war.
