"According to the Goals 2000 education act passed by Congress in 1994, schools must provide all students the opportunity to learn the skills outlined in national standards for mathematics, science, English, the arts, foreign languages, history, geography, civics, and economics. The provision of remediation for the underserved is no longer the focus. The expectation is that all students can learn. Because Goals 2000 also expects U.S. students to achieve better on international tests than students in any other part of the world, one may wonder whether opportunity to learn actually means the ability to perform well on some tests. More optimistically, national standards could help prevent students from being tracked into courses and programs that limit their access to higher-level knowledge. They could even encourage critical thinking and the ability to view the world and academic subjects from multiple perspectives."
